Yucaipa residents lambasted the City Council Monday, Jan. 23, for lack of transparency in agreeing to replace retiring City Manager Ray Casey with incoming top administrator Chris Mann two weeks ago behind closed doors. The abrupt change in leadership at the first meeting of the new year was called everything from a 'bloodletting' to 'raw politics' by public speakers who said Monday they remain convinced Casey, the city's beloved and recognized top official the past 14 years, was fired by a new City Council months after receiving a contract extension.
