After hearing Councilman Duncan's comments recently, I thought he needed an education as to why we have public comments at meetings. Our government is a representative republic. That means that we, the people of Yucaipa may delegate authority to fire or hire the manager and city attorney. However, we do not cede our sovereignty or our responsibility to retain control over the instruments of government that we have created. We speak to inform the council of facts that may not be in evidence at a meeting and what we feel is in the best interest of the citizens.
